Description   Invitation to Bid for Construction of 35 Units Solar Stilt Dryers in Basilan and Sulu ITB №: MAFAR-07-2021-014-SBAC 1. The BARMM Ministry of Agriculture, Fisheries and Agrarian Reform (BARMM-MAFAR), through the loan proceeds from the International Fund for Agricultural Development (IFAD) 2020 Continuing Fund intends to apply the sum of Ten Million Two Hundred Seventy-Seven Thousand Eight Hundred Ninety Pesos (PHP10,277,890.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of 35 Units Solar Stilt Dryers in Basilan and Sulu. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The BARMM Ministry of Agriculture, Fisheries and Agrarian Reform (BARMM-MAFAR) now invites bids for the above Procurement Project. Completion of the Works is required One Hundred Twenty (120) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from Special Bids and Awards Committee Office (SBAC)and inspect the Bidding Documents at the address given below from 9:00AM to 5:00PM. 5. A complete set of Bidding Documents may be acquired by interested bidders on July 20 to August 9, 2021 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP 25,000.00. The Procuring Entity shall allow the bidder to present its proof of payment for the fees shall present in any means available whether it is in person, by facsimile, or through electronic means. 6. The BARMM Ministry of Agriculture, Fisheries and Agrarian Reform (BARMM-MAFAR)will hold a Pre-Bid Conference on July 28, 2021 at MAFAR Conference Room, MAFAR-BARMM, BGC, Cotabato City and/or through video conferencing/webcasting, whichever is available, via Google Meet, Skype or Zoom, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, on or before 9:30 AM of August 9, 2021. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on at the given address below MAFAR Conference Room, MAFAR BARMM, Bangsamoro Government Center (BGC), Cotabato City and/or through www.mafar.bangsamoro.gov,ph. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. Furthermore, pursuant to Sec. 7.05 (b) of IFAD General Conditions for Agricultural Development Financing, bidders, suppliers, contractors, sub-contractors and consultants are required to: (i) Allow full inspection by the Fund of all bid documentation and related records; (ii) Maintain all documents and records (including electronic records) related to the bid or contract for three (3) years after completion of the procurement process or contract execution; and (iii) Cooperate with agents or representatives of the Fund carrying out an audit or investigation. Moreover, additional IFAD Self-Certification Forms are required by IFAD to be submitted by the bidders, if awarded, the Form XX: IFAD Self-Certification Form, which will be submitted together with the signed Contract Agreement. The Instructions are included on how to fill-up these forms. This procurement package will undergo the Prior Review Process before any award is made for the No Objection (NO) of IFAD under the Financing Agreement between the Philippine Government and IFAD for FishCORAL Project as mitigating process. 11. The BARMM Ministry of Agriculture, Fisheries and Agrarian Reform (BARMM-MAFAR)reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
