A support service delivery mechanism of the DAR that was created to contribute to the overall goal of rural poverty reduction especially in agrarian reform areas.
STRATEGIC INTERVENTION
- Provision of CSF/ farm equipment or machinery as grant to qualified ARB organization (ARBO)/Business units.
- Business Development Services (BDS) delivery through deployment of CBEOs to assist ARBOs/Business Units in CSFs effectively and profitably.
ARCCESS APPROACHES
- Enabling ARBOs in management of agri-enterprises (entry point : CSF/ farm equipment/ machinery as business asset)Consolidation of production areas, postharvest, processing
- Strategic partnership and engagement in agri-enterprise between private sector and the ARBOs (go for sustainable/long-term)
- Business incubation and capacity development of the business units to enable them to achieve the level of expertise/confidence to assume the CBEO-assisted enterprises , including CSF.
- Adoption of convergence approach for the delivery of other services

SITE SELECTION CRITERIA
- ARAs with available development plans and project proposals compatible or congruent to ARCCESS
- With available contiguous land area which can be developed for agribusiness cluster;
- ARBOs or ARBs/small farmers are willing to form into Business Units
- With high market demand;
- Almost “ready-to-go” sites with existing and operational facilities such as irrigation system, post-harvest facilities and easy access to farm areas;
- More than 75% of the CARP covered lands have been distributed;With existing business partnership with private sector and/or market; with potentials for expansion
- ARBs and farmer-beneficiaries have previous training on production and post-production technology;
- Planted to the same or compatible crops
- Suitable to consolidation of agricultural activities for economies of scale of particular crop;
- At a future time, can be scaled up the value chain
- Presence of complementary assistance with DA and private sectors;
