UN-FAO ENHANCES COMPETENCE LEVEL OF MAFAR STAFF ON PROCUREMENT PROCESSES

This has been possible after their participation to the “Training Workshop on Procurement Policies, Procedures, and Processes conducted by UN-FAO on August 16-18, 2019, at Microtel by Wyndham in Davao City.

 

The activity basically endeavored to enable the participants from the agriculture, fisheries, and agrarian reform offices to familiarize themselves with government and FAO procurement guidelines and processes thereby ensuring smooth implementation of current izmir escort and future MAFAR-FAO partnership projects and programs. In addition, the workshop was also aimed at enhancing the understanding of MAFAR staff on good governnance principles in procurement such as transparency, accountability, competitiveness, public monitoring, and streamlining of procurement processes.

 

Highlights of the training-workshop included the presentations on the Overview of the Government Procurement Reform Law-PHILGEPS / Bids and Awards Committee Composition, Functions and Procedurals by Antonio Faunillan, Jr., Chief Administrative Officer of DBM Region XI; Procurement of Civil Works and Farm Machineries given by Engr. Naomi Carpio, Chief Engineering beylikdüzü escort Plans, Design, and Specifications of DA-Central Office; Procurement of Agricultural Inputs by Engr. Cristy Pulido, OIC, Bureau of Agricultural and Fisheries Engineering at DA-Central Office and Engr. Isabelita L. Buduan, Chief, Regional Soils Laboratory; Harmonization of World Bank Procedures/Guidelines with RA 9184 or the Government Procurement Reform Act delivered by Mary Nor J. After learning through the lectures, the MAFAR participants actively participated in a breakout group discussion on cases/problems encountered like in the procurement of Agri-fishery inputs, farm machineries, and conduct of training courses.

 

The team also joined the plenary presentations on the results of the small group discussion.
