MAFAR-PRDP holds enterprise training needs assessments in Maguindanao

MAGUINDANAO- To come up with a comprehensive capacity development plan for the four proponent groups (PG) to prepare them to operationalize their proposed project under the Ministry of Agriculture, Fisheries, and Agrarian Reform-Philippine Rural Development Project (MAFAR-PRDP) an assessment of their enterprise and training needs have been conducted on April 25-28, 2022.

The test instrument used in the enterprise operation assessment consisted of a hundred questions from six areas organization and administration; enterprise operation; financial management; marketing; sustainability, and inclusivity. Each item was rated on the extent of its compliance. On the other hand, only 15 questions comprised the test instrument for the training needs assessment.

Considered key respondents are the chairman/manager, secretary, treasurer, bookkeeper, board of directors, and other officers and member-beneficiaries of the four PGs, namely: Datu Paglas Integrated Agriculture & Livelihood MPC in Datu Paglas; Midpulo Unified Agriculture Cooperative in SK Pendatun; Macasampen Goldland  Farmers Marketing Cooperative in Guindulungan and the Kauran Christian Upland Farmers Agriculture Coop in Ampatuan.

The four PGs with the same proposed project on Goat Multiplication, Fattening, and marketing to the Bangsamoro  Project Advisory Board have already been recommended to the PRDP- Regional Project Coordination Office (RPCO-BARMM) for approval. A No Objection Letter  (NOL) to the project will be issued by the RPCO to the PGs for its support and implementation upon submission of documents and requirements

Each PG will be granted P3.6M to purchase 156 heads of communal goat breeder;  another five heads will be given for each of the 25 members of the coop; goat house; feeds, and other equipment and facilities.

The said project cost will be funded through the 50-30-20  scheme by a grant from European Union, World Bank loan proceeds, and a counterpart from the Philippine government thru the DA, respectively. On top of this, equity of 20% in cash or in-kind from the PG will make the total project cost P4.2M.

The team that administered the assessment comprises PRDP Investment on Rural Enterprise for Agri-Fishery  Productivity (I-REAP) component hired consultants from the Project Support Office (PSO-Mindanao Cluster) and RPCO-BARMM. From the PSO, they are Cherrilyn Lycah Baylon, Enterprise Development and Marketing Specialist (EDMS); Ameyroche Caba, Organization Development Specialist (ODS) and Engr. Brenda Dimas, Business Development Officer (BDO).

Their counterparts in the RPCO are Nasrullah Dilangalen (EDMS), Normina T. Pinguiaman (ODO),  Michael Ian B. Sastrillo,  Suhayra A.  Subod, and Michael U. Mamasabulod (BDOs). Al-Aviv G. Pendulat, SES Associate, also assisted the team; Michael R. Malbas, Monitoring and Evaluation Associate and Engr. Jedahni Ulangkaya, I-REAP focal person of the  Provincial Project Management and Implementing Unit of Maguindanao.
